JUL,FF-- <br />1.1�,` BOOK 6 F;, ;t SOU <br />Mrs. Hardin felt that the Commission needs to be applauded <br />for their efforts, but pointed out that there are gaps in some <br />areas, especially children's services. She pointed out that the <br />lack of these services results in a wide -scoped community problem <br />that impacts law enforcement, etc. <br />Commissioner Bird felt the Task Force has a great resource <br />of knowledge and a pipeline to the needs of the young people of <br />our community which we should continue to use to help us move <br />forward to fill the gaps in services. Whether or not these gaps <br />can be filled best by creating an independent tax district or by <br />continuing to fund them through ad valorem taxes is yet to be <br />determined. Commissioner Bird wished to see the Task Force <br />continue to keep the Board informed on this matter. <br />Mrs. Hardin reported that the Task Force was dissolved after <br />this report was completed; however, the constituency will be <br />forming a Steering Committee that will represent a cross section <br />of this committee. <br />The constituency is asking to return with the Steering <br />Committee in October to ask the Board to reconsider a referendum <br />for a separate taxing district for children's services. <br />Commissioner Eggert wanted to see more specifics than what <br />was included in the booklet, and Mrs. Hardin said that they would <br />like to see a Commissioner serve on the Steering Committee. <br />Commissioner Bird expressed a desire to see them develop a <br />wish list so the Board can get a better picture as to how much <br />money we are talking about and whether the County can afford it. <br />Commissioner Eggert preferred to see this again in a year's <br />time, because she felt that October was too soon to develop the <br />specifics, and also because we need more time to see how the <br />existing services are doing. <br />Chairman Scurlock reiterated that he would like to see this <br />developed similar to the South County Fire District, which is a <br />dependent district, and as such, their budget is considered <br />annually, just like any other county department. <br />26 <br />
