M <br />Commissioner Eggert inquired if the plan shown was exactly <br />what is required, and it is not necessary to go deeper into the <br />cul de sacs. <br />Chief Planner Boling confirmed that the plan is based on the <br />Subdivision Ordinance and it is correct. Essentially, they <br />worked with the Public Works Department to determine exactly what <br />was needed as far as what was the central through street and what <br />would be considered cul de sac segments. <br />The Chairman asked if anyone present wished to be heard. <br />Attorney Steve Henderson came before the Board representing <br />Grand Harbor. He pointed out that Grand Harbor and River Club <br />have 'already agreed to sidewalks on one side of the street there; <br />so, the request is a variance that will negate the requirement <br />for sidewalks to be installed on the south side of the road <br />(Paseo del Lago). If installed, such sidewalks would only serve <br />eight lots which are to the west. Attorney Henderson then <br />expressed concern about staff's interpretation as to what these <br />roads are. He advised that they asked staff if they couldn't <br />define the street in question as a secondary collector street, <br />which would qualify for a sidewalk only on one side of the <br />street. He noted that a secondary collector is defined as a <br />street which carries traffic from minor streets to arterial <br />streets as indicated on the Indian River Thoroughfare Plan. The <br />arterial street would be the main drag going through the River <br />Club Subdivision (Paseo del Lago). Attorney Henderson felt that <br />although this may not be shown on the County's Transportation <br />Plan at this time, it very likely will be in.the future, and he. - <br />did not feel the Board should have its hand tied by what is shown <br />on the plan and what is not, but should be able to use common <br />sense. He further noted that the requirement for sidewalks on <br />both sides would necessitate their going outside the road <br />right-of-way originally planned by an additional 5', and he felt <br />the situation is unique because this is a single family <br />subdivision within Grand Harbor, completely surrounded by the <br />25 <br />►JUL 2 8 1987 BOOK 6 9. �. <br />C <br />
