This <br />special assessment is to be used to build a new headquarters in <br />Tallahassee. <br />Chairman Scurlock recalled that last year they came to us <br />for an additional amount and said it would be a one-time <br />assessment. We did not participate, and were not thrown out of <br />-the association. While he realizes the necessity of lobbying, he <br />pointed out that there are other coalitions, such as NACo, which <br />sometimes duplicates lobbying efforts, and sometimes results in <br />the highly -populated counties lobbying against the smaller <br />counties on certain issues. <br />Commissioner Eggert wondered why her letters to FACo asking <br />for more information are never answered, and had a problem with <br />the fact that the president of FACo is on the board of the League <br />of Cities. <br />Lengthy discussion ensued on the issue of some counties <br />paying large assessments while other counties do not even <br />participate, and Commissioner Bowman felt that these assessments <br />will continue year after year.. <br />Chairman Scurlock wanted to see them come up with a <br />mandatory assessment, so that each county would be paying their <br />fair share. <br />Commissioner Wheeler commented that he did not come here <br />today to lobby the Board on this matter; he just wants to be able <br />to convey the Board's feelings at the next meeting. <br />Commissioner Bowman felt that Commissioner Wheeler has <br />received the feelings of this Board on this matter, and that is <br />to be cautious, conservative, and that the assessment be <br />mandatory for all counties. She•asked if the Board would like <br />her to put this matter on the agenda of the next Tri -County <br />Council, and the Commissioners indicated that they would. <br />Commissioner Wheeler understood that the message to be <br />conveyed is that we would not participate unless it is a <br />mandatory assessment for all counties, and Chairman Scurlock <br />remarked that he could give them a "definite maybe." <br />a <br />
