DE - <br />MANAGER O SOLID WASTE MANAGEMENT <br />SUBJECT: HAZARDOUS WASTE MONITORING PROGRAM <br />BACKGROUND <br />The Florida Department of Environmental Regulation has mandated that <br />County government set up and regulate small quantity generators of <br />hazardous waste in their applicable jurisdictions. The plan requires a <br />permitting procedure as well as a yearly monitoring of a percentage of <br />these small quantity generators. The Division of Utility Services has <br />been responsible for the application of this project over the past few <br />years. - <br />The Department of Environmental Health for Indian River County has <br />volunteered to accept the above described responsibility. This is not <br />a unique application in that other counties in Florida have chosen this <br />procedure. <br />RECOMMENDATION <br />Since Environmental Health is .already in the monitoring of certain <br />hazardous wastes, it is recommended that the Board accept their <br />proposal and authorize the transfer of all records and responsibility <br />from the Division of Utility Services. <br />ON MOTION by Commissioner Bird, SECONDED by Com- <br />missioner Bowman, the Board unanimously (4-0) <br />accepted the proposal of the County Environmental <br />Health Department and authorized the transfer of <br />all records and responsibility re the Hazardous <br />Waste Monitoring Program from the Division of <br />Utility Services to Environmental Health. <br />1.
