r AUG 2 5 1987 <br />ooR d 6 imAG4- <br />Raymond Gilman, 955 20th Avenue, stated that he built his <br />home there 12 years ago when it was a nice quiet street, but <br />today it is like a raceway and it seems like there is always an <br />ambulance or police car responding to an accident at the inter- <br />section of 20th Avenue and 8th Street. The speed limit on 8th <br />and 12th Streets is 30 mph, but he believed most of the traffic <br />is in excess of 45 mph. Mr. Gilman believed that the Sheriff <br />just cannot cope with the speeding problem there, and urged the <br />Board to instruct staff to do a broader study of the alternatives <br />to the extension of 20th Avenue. <br />A woman from the audience asked if it would be economical to <br />expand Old Dixie Highway rather than extending 20th Avenue, and <br />Director Davis said that it would be very costly to because the <br />County has no right-of-way along the edge of the road. The woman <br />then suggested 27th Avenue, but Director Davis emphasized that <br />27th Avenue is primarily single-family residential and <br />acquisition of right-of-way would be very costly. <br />Roger Schmidt, 137 20th Avenue, felt there is enough traffic <br />on 20th Avenue right now, and stressed that in order to turn into <br />his driveway, he has to put on his turn signals an entire block <br />ahead. He felt the traffic speeds are unbelievable. <br />Jeanne Perroy, resident in Oslo Park, confirmed that most of <br />the residents in their subdivision are opposed to the extension <br />of 20th Avenue. Having lived in the Highlands at one time, she <br />realized that another access is important, but felt that 27th <br />Avenue would be a better alternative. <br />Chairman Scurlock and Commissioner Wheeler preferred to see <br />the additional access from 27th Avenue via 17th Lane and pave <br />20th Avenue up to the canal. <br />Bill Koolage, 815 26th Avenue, pointed out that an <br />additional access to the Highlands has been discussed in these <br />Chambers many times over the years, and encouraged the Board to <br />open up the Highlands through the west. <br />35 <br />
