L <br />aool< 69 'PAC 2ns <br />IEP I <br />Mr. Metcalf stated that he has not studied the issue, but <br />given the choice of putting them in a single family neighborhood <br />or a multi -family neighborhood, he felt the multi -family would be <br />more appropriate. <br />Commissioner Eggert understood that the house proposed for <br />the group home was previously used as a foster home and asked how <br />_many people were in it then. <br />Mr. Metcalf believed the most he ever saw were two or three <br />at one time, and the residents had two children of their own. <br />Commissioner Eggert noted then there were at least 4 <br />children and 2 adults occupying the home at one time, and this <br />was confirmed by Mr. Metcalf. <br />Mr. Metcalf stressed that their neighborhood already houses <br />and supports the Sheltered Workshop and the ARC preschool, and he <br />felt another facility of this nature would be a pretty high <br />concentration of these type facilities in one neighborhood. He <br />agreed that undoubtedly from the financial aspect, it would be <br />very handy to have the group home across the street from the <br />Sheltered Workshop; however, he reminded the Commissioners that <br />they are elected representatives and must give consideration to <br />the will of the electorate. He urged that they not allow any <br />further deterioration of the neighborhood and requested the <br />permit be denied. <br />Dean Luethje, engineer of Carter Associates, informed the <br />Board that they did all the technical work on the site plan, and <br />all the requirements to put this Level I group home in the <br />designated spot have been met. Mr. Luethje emphasized that this <br />is not a zoning change; it is an administrative permit for this <br />particular use only; and it received the unanimous approval of <br />the Planning & Zoning Commission. He further pointed out that <br />the house in question is located on a lot 1/3 of an acre in size. <br />The zoning in that area is RS -6, which requires a minimum of <br />7,000 sq. ft.; so this actually equals over two lots for the <br />zoning in that area, and it, therefore, would be possible to <br />-. 24 <br />
