600K 69 'PAGE 218 <br />serious, they can close the median, but by that time hopefully <br />there will be some development behind the bank, and they will <br />have an access road over there which will provide for a greater <br />flow of traffic around that area. <br />Chairman Scurlock asked staff if the ultimate thought is <br />that the access to the bank would be from the adjacent property, <br />and this is truly just a temporary situation. <br />Director Davis replied that it is anticipated that as the <br />rest of the property on the northwest corner is developed, there <br />will be internal connections to the bank property just as there <br />will be to the Burger King restaurant and the facilities on the <br />east of King's Highway. The problem they have now is the road is <br />built, and to add 3' into the median there, you would have to <br />tear out curb and gutter on each side of the road, which would be <br />a very expensive project. Director David further noted that we <br />only had 120' of R/W there and had the FP&L concrete poles on the <br />east side of the highway, and we were required by the St. John's <br />River Water Management District to do a retention drainage system <br />to hold back the first inch of rainfall. We met that requirement <br />but just a few cubic feet of storage; so, the drainage is a <br />critical situation there also. <br />Mr. Curtis noted that he was always led to understand that <br />they would be able to exit left out of their branch, but it was <br />not engineered to accommodate that. Because of this access <br />problem, the bank has lost 53 customers, and he, therefore, would <br />like to pursue looking into the cost involved to remedy this, if <br />it is possible. He continued to stress that he is only asking <br />for a temporary thing. <br />Chairman Scurlock inquired of staff what the cost could <br />amount to. <br />Director Davis advised that there probably -would be some <br />cost for expansion of R/W, and then you would have to provide an <br />adequate storage area between the north and southbound lanes to <br />stack a vehicle or two. <br />But another problem is that we are <br />36 <br />_I <br />
