The above <br />:ors contribute toward the public interest. <br />IRC's water and wastewater utility began in June 1978 with the acquisition <br />of it small utility system in the Gifford area. The purpose_of the <br />acquisition was to improve water and wastewater service to the residents. <br />Since then the utility system has grown from an initial customer base of <br />3001water and 126 wastewater customers to 4,446 water accounts (10,800 <br />equivalent residential units) and 1,597 wastewater accounts (9,000 ERU's). <br />Today IRC owns and operates a 2.5 mgd reverse osmosis water treatment plant <br />and,four wastewater treatment plants having a combined capacity of 1.75 <br />mgd; Water and wastewater master planning is currently in progress to <br />identify future needs for water and wastewater service. <br />The financial ability of the County to provide water and wastewater service <br />to[lent Pine customers is demonstrated in audited financial statements and <br />the current fiscal year budget. The County's estimated investment is <br />$371 ,000, consisting of $270,000 for the value of the land and $81,000 for <br />the cost of connecting to the County system. This investment represents <br />1.4 percent of total water and wastewater assets shown in the most recent <br />audited financial statements (ending September 30, 1986) and 1.8 percent of <br />the fixed asset value for property, plant, and equipment. <br />At ounty rates the revenue from existing Bent Pine customers is about 1 <br />percent of total budgeted operating revenues for fiscal year 1988. Bent <br />Pin customers can be readily absorbed into the County customer base <br />without significant affect on the operating costs of the County facilities <br />and with no affect on the rates and charges of existing County customers. <br />We thank you for the oportunity to assist the County with the acquisition <br />of �uss <br />ent Pine Utility Company.
