suggested that if Mr. Menendez wants to argue with mandates, he <br />should contact Representative Patchett or Senator Deratany. <br />e Chairman offered to keep reviewing the budget line by <br />line; but Mr. Menendez wished to move on to the increase in the <br />Property Appraiser's budget. <br />Property Appraiser David Nolte came before the Board and <br />explained that his budget is funded by everyone who taxes ad <br />valorem according to value, and you pay the portion of that <br />budget according to the portion of the total ad valorem tax roll. <br />Mr. Nolte noted that his total budget is actually $1,235,235, and <br />what is shown here is the County Commission's portion of that <br />budget. His total increase is $118,276, or 10.60, but because <br />the statutes require that the Commission pay for the school <br />system, for the municipalities, and for their own taxes, and <br />because those entities last year increased their taxes by a. <br />greater proportion than the other taxing entities, the County <br />Commission has a larger share of his budget this year. <br />r. Menendez asked why a department that has a staff of 25 <br />people has a 1.2 million dollar budget. <br />Mr. Nolte replied that he has 31 people, and his budget is <br />rightlin line with the other counties in the state. <br />. Menendez believed the question is whether his budget is <br />too hligh for this county. <br />. Nolte pointed out that the sheets that were handed out <br />to the public are the County Commission's budget, and the figures <br />shown are not necessarily the budgets of the other Constitu- <br />tiona!ls. For example, the Tax Collector is shown at $372,000 and <br />no increase. Mr. Nolte advised that he was finally able to <br />obtain a copy of the Tax Collector's budget, and it is actually <br />up $230,000, or over 24%, but that doesn't show here. <br />. Menendez wished to know where the Tax Collector is <br />getting the money. <br />here <br />r. Nolte explained that it is from fees.
