PINTO <br />DIRECTOR OF UTILITY SERVICE ; <br />FROM: JOHN FREDERICK LANG q& <br />ENVIRONMENTAL SPECIAL ST <br />SUBJECT: GLENDALE PARK PUMP STATION MODIFICATIONS <br />BACKGROUND <br />SEPTEMBER 9, 1987 _ <br />The Glendale Park subdivision is presently being served by a small <br />wastewater treatment plant located on 14th Avenue between 4th. Street <br />and 8th Strpet. The plant is owned by the Glendale Park Homeowners_ <br />Association who contracts the operation and maintenance of the plant to <br />independent contractors. The plant is not franchised by the county: <br />The homeowners in the area have petitioned the County to improve the <br />existing lift pump station and connect to existing wastewater force <br />main on 13th Ave. The existing wastewater treatment plant could then <br />be abandoned and the sewage would be treated by the City of Vero <br />Beach's Wastewater Treatment Plant. <br />ANALYSIS <br />The total estimated construction cost for this project is $29,400.00 <br />which includes upgrading the lift station and construction of the <br />necessary force main. Funding will be paid by assessment of impact <br />fees to the homes in the subdivision. The plant site will be converted <br />to a single building site. <br />RECOMMENDATION <br />The Division of Utility Services recommended that the Board of County <br />Commissioners authorize the bidding out of the construction for this <br />project, and the informal information meeting with the property owners <br />as well as executing Work Authorization No. 17 for Engineering <br />Services. The original developer, Ron Rathbund, has agreed to <br />contribute $5,000 towards the removal of the wastewater treatment plant <br />in the project in addition to his contribution for his lot's impact <br />fee. The other homes will be assessed an impact fee of $1,250 to cover <br />the construction costs: <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously (3-0) <br />approved Change Order No. 17 and staff's recommendation <br />as set out in the above memo. <br />17 BOOK 69 PAF 501 <br />SEP 2 2.1987 <br />
