Davis, P.E., REFERENCES: Report Boyle Engineer— <br />Public Works Director ing Corp for Indian River <br />rm„nt-j; <br />DESCRIPTION AND CONDITIONS <br />Boyle Engineering* Corp. has completed the Mitigation Site Review required <br />by the eight state, local, and federal agencies involved with the <br />environmental permitting of the North Extension of Indian River Boulevard. .. <br />ALTERNATIVES AMID ANALYSIS <br />As the Executive Summary on page three of the report indicated the <br />consultant has reviewed three mitigation sites as follows: <br />1) Golf Course Impoundment - located east of the Vero Beach Country Club <br />between the Main Canal and the North Canal (Voisenberry Creek) - <br />approximately 106 acres. <br />2) Strazzulla Impoundment - along Indian River Boulevard south of 16th <br />Street - approximately 35 acres. <br />3) The Vista Royale Impoundment - located east of Vista Royale - <br />approximately 133 acres. <br />All three sites were reviewed with the regulatory agencies for determining <br />the feasibility of Rotational Impoundment Management (RIM) to compensate <br />for filling 20 acres of right-of-way located in wetland areas. The study <br />concluded with the recommendation that the County should pursue acquisition <br />of that portion of the Golf Course Impoundment between the Main and North <br />Canals, in addition to the wetland/upland areas between the impoundment and <br />Country Club Subdivision which totals 106± acres. <br />RECOMM MATIONS AND FUNDING <br />It is recommended that the following action be taken <br />1) Approval and acceptance of the Mitigation Site Review Report by Boyle <br />Engineering. <br />2)' The County pursue acquisition of the 106± acres Golf Course <br />Impoundment. <br />3) The Board authorize the funding and preparation of a Boundary Survey <br />of the 106± acre Golf Course Impoundment. At this time, a cost of the <br />survey has not been determined. A final contract with a survey <br />ccapany will be presented to the Board for future approval. <br />4) Once the survey is complete, an appraisal of the 106± acre impoundment <br />would be ordered and acquisition procedures initiated <br />Funding to be from Gas Tax Revenue, Traffic Impact Fees, and possible DOT <br />Local Government Assistance Program matching. funds (as obtained in <br />constructing Indian River Boulevard South). <br />51 n <br />SEP 2 2 1987 BOOK DU FaGE 5.35 <br />
