staff feels that even if the property owners are willing to sell, <br />the Board would want an appraisal first. <br />Commissioner Eggert had no problems with staff <br />recommendations #1, #3 and #4, but suggested the deletion of - <br />recommendation #2, which would commit the County to buying the <br />property no matter what. <br />g <br />Vice Chairman Bowman also suggested the deletion in the last <br />part of the sentence in recommendation #4, which reads "and <br />acquisition procedures initiated." <br />Vice Chairman Bowman asked if anyone wished to speak in this <br />matter. <br />Attorney William Caldwell, owner of approximately 60 acres <br />in this area, understood that the proposed acquisition area goes <br />through some very usable real estate on the river, and in fact, <br />is a total taking. He suggested that rather than just limiting <br />the survey to the eastern border that Boyle Engineering has come <br />up with, the Board might want to extend it to the river in order <br />to get complete legals, topographies and aerials. <br />Commissioner Eggert understood that when we were talking <br />about this before, we were talking about looking at all that land <br />east of Country Club Pointe. <br />Director Davis advised that it would be no problem to expand <br />the scope of the survey to include all the property east of <br />Country Club Pointe to the actual mean high water point of the <br />Indian River, and he did not feel the cost would be that much <br />greater. <br />Commissioner Eggert felt it would be of value to us to know <br />what the cost of the land would be, and then all the people in <br />the area would know exactly what they are dealing with. <br />Attorney Caldwell pointed out that the owners in that area <br />have had a little problem in dealing with the County because <br />the City controls the real estate in that area. They have tried <br />to get both the Chairman of the Board of County Commissioners and <br />the City Manager to initiate a joint meeting to see if there was <br />53 <br />SEP 2 2 1987 - BOOK 69 Fu..E 537 <br />
