SEP 2 8 1987 Boa 69'pArx561 <br />Please note that this recommendation provides for an 'across the board' <br />adjustment as opposed to a two tiered proposal consisting of a Cost of <br />Living Adjustment and an adjustment for 'merit'. <br />Numerous questions have been raised during the year as to the uniformity <br />of evaluative criteria utilized in the merit evaluation process. We have <br />determined that for such a system to work, all evaluators must be fully <br />trained and the system must be respected by managers and employees as well. <br />Note that our current contract with the CWA provides for a 5% increase <br />this year for those at the top merit level. <br />Therefore, we are proposing a single 5% adjustment calculated upon a Cost <br />of Living Adjustment of 4% and a uniform merit adjustment of 1%. <br />This matter is scheduled for your Septemberix., 1987 meeting. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Bird, the Board unanimously approved the <br />compensation system adjustment of 5% for FY 87-88 <br />as recommended by the Administrator. <br />G.
