ICT 6 1987 <br />BOOK 6 9 FACE 618 <br />Vice Chairman Bowman believed the proposed contract says it <br />will allow a stand to be built on the beach, but it doesn't say <br />where or what size or what it will look like. <br />Commissioner Bird stated there will not be a stand, and <br />Charles Roberts, owner of Orchid Isle Sports, confirmed that they <br />had just envisioned having their employees sit on the beach under <br />an umbrella with the equipment. <br />Commissioner Bowman asked if they will use a cart to take <br />the equipment to the beach, and Mr. Roberts advised that they <br />would have either a cart or a pickup panel truck of some type. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Wheeler, to table for one month to allow <br />staff time to acquaint the Board with the ramifications <br />of allowing any private concession on the beach, and the <br />Parks & Recreation Committee can have input. <br />Public Works Director Davis informed the Board that staff is <br />in the process of studying and preparing a user fee system for <br />parks and recreation. They are trying to segregate duties. Pat <br />Callahan is now actively involved in any recreation activities, <br />and this would fall under her leadership. The actual park <br />maintenance and improvements would fall under the Parks Depart- <br />ment; the lifeguards would fall under Mrs. Callahan's province. <br />Right now she is looking at every single recreation program our <br />park supervisors are offering, and she will try to determine <br />V <br />which are appropriate for user fees. Director Davis advised that <br />we also have some proposals from some beverage companies to do <br />some score boards at Kiwanis-Hobart Park, and are wrestling with <br />the concession policy because it is a source of revenue that can <br />go to fund some of this.
