1k <br /> r <br />an inspection for occupancy and made no mention of the acoustical <br />problems as later stipulated. <br />W. R. Frizzell has arranged for Industrial Acoustics Company, Inc, to <br />perform acoustical tests throughout the facility. Test results are <br />attached for your information. Industrial- Acoustics also made- a -- <br />recommendation to bring the acoustics up to specifications of DOC along <br />with cost.projections. Industrial Acoustics contracted with Broward <br />County to correct a similar problem in their detention facilities.. - <br />In summary, Indian River County has a new jail that was built according <br />to design and approved by DOC prior to construction. Now, State <br />Correctional inspectors have advised us that we are -in violation of <br />Rule 33-8.05(9)(a)6, which is not specific as to noise level. A <br />professional company has performed recognized tests and attached- a <br />price of approximately $140,000 to correct the problem. <br />Staff requests the Board's advice as to what course of action should be <br />pursued. <br />Mr. Dean noted that we are continually being written up for <br />violation of these acoustical problems, and he needs advice from <br />the Board on how to proceed. <br />Commissioner Wheeler confirmed there is a problem with the <br />acoustics, which he believed is potentially hazardous to the <br />correctional officers, and he wished it had been caught in the <br />design stage rather than suddenly brought up by the D.O.C. after <br />the fact. He felt sure it would be futile, but stated that he <br />would like to see if the state has any funds available for us to <br />correct this problem, and he would also like to go to bid with <br />some other acoustics firm as he felt $140,000 is too high. With <br />all these mandates, i.e., moving prisoners to Okeechobee, etc., <br />we are looking at many thousands of dollars we may have to spend <br />that aren't budgeted. <br />Commissioner Eggert asked if removal of some of the <br />prisoners because of the overcrowding will help the problem with <br />the acoustics. <br />Commissioner Wheeler doubted it. He explained that it <br />really amounts to an echo chamber. <br />Mr. Dean advised that he did not give this information to <br />the Board as a recommendation. He personally felt we could do it <br />cheaper but wanted the Board to be aware of what the maximum cost <br />could be. <br />47 <br />OCT 6 1987 - 800F 69 FADE 625 <br />
