BOCK 69 ?AGE726 <br />FUNDING <br />Funding for this study <br />Wass provided by the Board in the Contingency Budget. <br />Staff recoamends that the firm of Towers, Perrin, Forster & Crosby be awarded <br />the contract to perform the Position Classification and Pay Plan Study for <br />Indian River County for an amount not to exceed $40,500. This recoammdation <br />is based on a review of all proposals submitted. Factors considered were cost, <br />experience and credentials of consultant staff, a general understanding of the <br />task to be accomplished, the technical approach to the study, their <br />availability and proximity to Indian River County, completeness and quality of <br />proposal, and their references. <br />Wm. A. ankenship, J , <br />Director of Personnel <br />Commissioner Bird wished to have a further explanation of <br />how this firm was selected over the other companies. <br />Bill Blankenship, Director of Personnel, explained that <br />after receiving 9 proposals and talking with the consultants <br />involved, it was determined that this firm could best perform the <br />quality service desired. He noted that the firm of Towers, <br />Perrin, Forster 6 Crosby is nationally recognized, and in his <br />opinion, the other firms did not have as good a grasp. He <br />advised that he has previous experience with the two firms <br />offering lower prices, and had not been perfectly satisfied with <br />them. Director Blankenship explained that he and Administrator <br />Balczun reviewed all the proposals and are recommending that the <br />Board adopt Option I and Option II, if the constitutional <br />officers wish to participate. However, they have not done so <br />formally as yet. <br />Commissioner Bird wanted to know how the specifications were <br />written since we received such a wide variation in bidding. <br />Chairman Scurlock emphasized that he was quite concerned <br />yesterday over the wide variation in the proposals and checked <br />into the matter with Mr. Blankenship and Administrator Balczun. <br />He pointed out that with this firm there is not as great a spread <br />between Option I and If as with some of the other firms. <br />16 <br />
