OCTFF,- <br />2 0 <br />1987 <br />Pool( <br />69 <br />I <br />FAUE 76.8 <br />Chairman Scurlock <br />felt that one of the questions <br />that <br />the <br />public will ask is whether the annual charge is actually a rate <br />increase. <br />Director Pinto explained that we had an interim increase <br />just recently which is meeting the needs of the existing bond <br />issue and operation, but there will be a new debt service with <br />the building of the new cell at the Landfill. If this type of <br />billing system is selected, the County will insist that all rates <br />that were designated to the tipping system be removed. County <br />residents who are already paying for garbage collection services <br />should see a proportionate rate decrease in their bills when the <br />county's service charge goes into effect. That is because the <br />Landfill tipping fees will be paid by homeowners in the County's <br />yearly service charge, instead of their paying a disposal fee as <br />part of the private collection service. However, Rural <br />Sanitation and Harris Sanitation, the two county -franchised <br />garbage haulers in the unincorporated area, conceivably could <br />11, keep their rates•the same, or increase them, if they can justify <br />other expenses when their franchises are reviewed before the <br />Board of County Commissioners. The County will be responsible <br />for collecting from their customers, and that charge will be on <br />the annual property tax bill. The first bills will be part of <br />the 1988 tax bills received in October, 1988, and payable by <br />March 31, 1989. The free ride will be over for many citizens who <br />now use the transfer stations. <br />Chairman Scurlock asked if there is an appeal process on <br />this charge, and Director Pinto stated that process is specified <br />in the draft ordinance and will be part of the final ordinance. <br />Commissioner Bird asked how we would differentiate between <br />an undeveloped lot and a lot with a house on it, and Director <br />Pinto explained that only improved lots would be charged. <br />Commissioner Bird asked if there would be a charge for <br />citrus grove property, and Director Pinto advised there would <br />not. <br />57 <br />
