OCT'2 Bou 69 FAu 7.95 <br />(1) Adding 43rd Avenue as a subdivision collector road <br />between 69th Street and 77th Street; <br />(2) Adding 2nd Street as a subdivision collector road <br />between 20th Avenue and Old Dixie Highway. <br />In addition, the staff has received an application requesting <br />that the Thoroughfare Plan be amended as follows: <br />(1) Reclassifying 73rd Street, east of U.S. Highway #1 to <br />the Indian River, from a secondary collector to a <br />subdivision collector. In addition, the staff proposes <br />to re-classify 73rd Street between O1d.Dixie Highway <br />and the Indian River from a secondary collector to a <br />subdivision collector. <br />The Transportation Planning Committee approved 5-0 these requests <br />as presented at their September 9, 1987 meeting. <br />Also, on September 10, 1987, the Planning and Zoning Commission <br />voted 5-0 to approve these requests. <br />ALTERNATIVES & ANALYSIS <br />The proposed changes to the functional classification <br />nomenclature for roadways on the Thoroughfare Plan are requested <br />in order to provide a better description for the actual function <br />of the roadways, to be consistent with the Federal Highway <br />Administration (FHWA) classifications, and to designate a new <br />class of road called subdivision collector. <br />The requested addition to the Thoroughfare Plan of 43rd Avenue <br />between -69th Street and 77th Street as a subdivision collector is <br />proposed in order to ensure access to individual parcels of <br />property in the area. Also, 43rd Avenue is necessary to provide <br />proper access for proposed future development in the area. - <br />Adding 2nd Street between 20th Avenue and Old Dixie Highway as a <br />subdivision collector is proposed due to the fact that this <br />street is functioning and is designed as a subdivision collector <br />at the present time. <br />The re-classification of 73rd Street, east of U.S. Highway #1 to <br />the Indian River from a secondary collector to a subdivision <br />collector has been requested by the applicant. The staff <br />proposes extending the request to include the area east of Old <br />Dixie Highway to the Indian River due to the fact that 73rd <br />Street between 58th Avenue and Old Dixie Highway has previously <br />been deleted from the Thoroughfare Plan to accommodate the <br />County's Sandridge Golf Course. Also, 73rd Street east of U.S. <br />Hwy. #1 does not serve a large enough area of land to generate <br />traffic volumes demanding a secondary collector road. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners authorize <br />staff to transmit this request to the State Department of <br />Community Affairs and to announce their intention to hold a <br />second public hearing concerning this matter. <br />22 <br />
