ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property is undeveloped, and is surrounded by <br />undeveloped property to the north, south, east and west. The <br />subject property is currently zoned A-1, Agricultural District <br />(up to 1 unit/5 acres). The surrounding property on all sides is <br />also zoned A-1. <br />Future Land Use Pattern <br />The current land use designation for the subject property is AG, <br />Agricultural (allowing up to 1 unit/5 acres). The property to <br />the south and east, lies within the current boundaries of the <br />commercial/ industrial- node; while property north and west is <br />designated AG, Agricultural (allowing up to l unit/5 acres). <br />Transportation System <br />The subject parcel has no access to a county road; however, the <br />Thoroughfare Plan is proposed to be amended to include <br />subdivision collector roads through which the property will have <br />access. The existing interchange at County Road 512 and I-95 <br />provides access to one of the major north -south transportation <br />systems for the State of Florida. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive, nor is it located on the sand ridge or 10 mile ridge <br />aquifer recharge area. However, the property is located in the <br />100 -year flood -plain as depicted on the Flood Insurance Rate Map <br />for the area, and is therefore subject to occasional flooding. <br />Special engineering techniques will be required at the time this <br />property is developed in order to comply with the County's Flood <br />Protection and Stormwater Management Ordinance. <br />Utilities <br />The subject property does not have public water or wastewater <br />facilities at this time. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends that the staff be <br />authorized to transmit to the State the request to amend the <br />Comprehensive Plan to enlarge this node by 15 acres, for the <br />inclusion of the subject property; and to announce their <br />intention to hold a second public hearing concerning this <br />matter. <br />OCT ' � � 25 BOCK 69 PAVE 798 <br />
