Nearing"o"e4 <br />Staff Planner, Long -Range Planning <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of October 27, 1987. <br />DESCRIPTION & CONDITIONS <br />Mr. Frank Baratta, as represented by Steve Henderson, Attorney, <br />has requested an amendment to the Comprehensive Plan to extend <br />the U.S. 1 commercial corridor an additional 500 feet east of <br />U.S. l along the south side of 17th Street to 6th Avenue, and to <br />rezone 2.5 acres of property from_ RM -10, Multiple -Family <br />Residential District (up to 10 units/acre) to OCR, Office, <br />Commercial and Residential District (up to 6 units/acre). The <br />subject property is located on the southwest corner of the <br />intersection of 17th Street and 6th Avenue. The proposed land <br />use change is from MD -1, Medium Density Residential 1 (allowing <br />up to 10 units/acre) to U.S. 1 Commercial Corridor.. <br />On February 17, 1987, the Board of County Commissioners denied a <br />similar request for this property. The requested zoning at that <br />time was for CL, Limited Commercial. <br />On June 16, 1987, the Board of County Commissioners denied a <br />County initiated request to rezone 5 acres, which included the <br />subject property from RM -10 to PRO, Professional Office District <br />(up to 6 units/acre). <br />On September 10, 1987, the Planning and Zoning Commission voted <br />5-0 to recommend denial of the Comprehensive Plan amendment and <br />also to deny the rezoning. The applicant has appealed the denial <br />of the rezoning. The reason for denial was based on County <br />policy to avoid promoting strip commercial development. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Currently, the Comprehensive Plan will permit commercial zoning <br />to extend beyond the originally established 600 foot depth of the <br />commercial corridor to a maximum depth of 800 feet if it meets <br />one of the following criteria. <br />1. The Property is located on an arterial street as <br />designated on the County's Thoroughfare Plan; <br />2. The property is part of a larger parcel of land that has <br />at least 100 feet of frontage on U.S. 1 and extends more <br />than 600 feet east of the east right-of-way line of U.S. <br />1; or <br />49 <br />L�OCT @x.1987 ROOK. 69 u"IF.M <br />
