OCT d � 7 BOOK 69 FAcF 843 <br />RECOMMENDATION AND FUNDING <br />Funding for widening this section of Kings Highway should be appropriated <br />from Zone 8 Traffic Impact Fee account. Presently, approximately $126,000 <br />is in the fund, however, these funds are committed to existing projects. <br />It is recommended that right-of-way acquisition begin immediately. <br />Depending on the willingness of the property owners, the right-of-way <br />acquisition will take a minimum of six months. Once right-of-way is <br />acquired, staff recommends the work be prioritized along with other <br />projects in Zone 8. Funding to be from Impact Fee Revenue, Zone 8. Once <br />surveys and legal descriptions are prepared, funds should be available in <br />the Zone 8 fund. <br />The Administrator informed the Board there are currently <br />insufficient unencumbered funds in Zone 8 impact fee funding; <br />however, Public Works Director Davis has informed him that there <br />are sufficient planning proposals and building proposals in the <br />mill to fund the R/W acquisition and perhaps construction by the <br />time we complete the acquisition, and staff, therefore, is asking <br />for authorization to proceed with the acquisition of R/W and <br />design. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, to authorize staff to proceed <br />with the acquisition of R/W and design as described <br />above. <br />Chairman Scurlock disagreed with the recommendation. He had <br />a problem in that in the case of Ryanwood Shopping Center we <br />extracted about $78,000 for improvements on that roadway as part <br />of the development process. We have the bank currently talking <br />with us about access, and in addition, he understood from <br />Director Pinto�Cardinal Industries is going to develop to the <br />north of Ryanwood. He, therefore, would like to try to get what <br />is necessary out of the adjacent development that is currently in <br />the process rather than relying entirely on impact fees. <br />Commissioners Eggert and Bowman agreed to amend their Motion <br />to include dealing directly with new development as discussed. <br />70 <br />
