Davis, P.E. , 1\' Coast Tech to Jim Davis <br />public Works Director Ant <br />Permit attached <br />DESCRIPTION AMID CONDITIONS <br />The Engineering Consultant for the Sebastian Inlet Tax District, Mike <br />Walther, Coastal Tech., has transmitted to the County staff a copy of the <br />Florida DNR Permit for the dredging of the Sebastian Inlet Channel. <br />Approximately 85,000 cubic yards of material is to be dredged west of the <br />inlet and the spoil is to be placed on the upland disposal site located <br />southwest of the campground area within the Sebastian Inlet State Park in <br />Indian River County. <br />Special Condition #4 of the DNR permit for this project states that "all <br />beach quality sand material dredged from the Inlet channel shall be used as <br />beach nourishment south of Sebastian Inlet prior to expiration of this <br />permit". The permit will expire on August 5, 1992. The beach compatible <br />sand can be used anywhere in Indian River County, however, if the material <br />is used 4000' or more from the inlet, a Coastal Construction Control Line <br />permit is required. <br />ALTERNATIVES AND ANALYSIS <br />The County has the discretion as to where this material can be placed. The <br />staff has reviewed the Cubit Beach Preservation Plan for recommended sand <br />placement location. The following areas are in need of nourishment: <br />1) Between station R 11 + 120 feet and R 15 - This area along Ambersand <br />Beach is in need of nourishment. Single family dwellings are in <br />jeopardy. <br />2) Between Station R 37 and R 40 along Summerplace and the Wabasso area - <br />this area is in need of dune fill and nourishment. <br />The sand could also be used as an emergency stockpile for use in the case <br />that a severe Northeast storm occurs. <br />On September 21 1987, the Beach Preservation Committee approved using the <br />material in the above locations, however, a quorum was not in attendance. <br />D ATIONS AND FUNDING <br />It is recommended that the, County staff be authorized to apply for a DNR <br />construction permit to place a portion of the sand in the above Ambersand <br />and Sumrerplace areas and that an emergency stockpile also be retained. <br />The cost of hauling the material is $1.50/cy. <br />73 <br />OCT 2 7.1 987 moK 69 �rur, 846 <br />
