OCT 2 71987RooK 66 Fe. r 861 <br />TO: Board of County Commissioners <br />FROM: Gary C. Wheeler, Commissioner <br />DATE: October 21, 1987 <br />RE: PHASE III - JAIL CONTRACT <br />B.C.C. MEETING - OCTOBER 27, 1987 <br />The Phase III, Jail Committee, comprised of me, the County <br />Administrator, and the County Attorney, has been meeting <br />with Pat Carroll of Frizzell Architects, Inc. to structure a <br />change order to Frizzell's contract with the County so that <br />a new Phase III Maximum Security Jail will be built as a <br />duplication of Phase 1, for - which Frizzell was the <br />architect. <br />The attached contract contains architectural fees of 3.480 <br />of the construction price of repeated phases, which is a <br />significant reduction from the 6.78% that the County paid on <br />Phase 1. For new design work an hourly rate plus a <br />multiplier is to be used. There is a "not -to -exceed" figure <br />of 6 included. In addition, the County has the option of <br />paying the reimbursable expenses such as per diem and travel <br />to insure that Tom Pinkerton is personally on the job as <br />much as the County desires. <br />If the County approves the architectural contract, it will <br />be necessary for funding mechanism to be found to pay for <br />the approximately $4,000,000 construction cost. There may <br />be sufficient bonding capacity available in our 1/2� sales <br />tax issue validated for $25,000,000, of which less than <br />half has been issued. <br />I recommend approval of this contract so that Phase 111 will <br />be ready as soon as possible to take care of the <br />overcrowding problem in Phases 1 and If. <br />Commissioner Wheeler emphasized the reduction in fees from <br />6.78% to 3.48% which is due to re -using the design of Phase I. <br />He noted that in committee meetings, Bill Baird, the ex Jail <br />Administrator, presented a Fist of corrections that the committee <br />would like to see done. Commissioner Wheeler did feel it is a <br />good contract and we certainly need to continue on as rapidly as <br />possible. <br />Chairman Scurlock wished to know who is going to be our <br />representative since "Sonny" Dean no longer is. <br />Commissioner Wheeler advised that he has discussed this with <br />Mr. Balczun, but they have not discussed names at this point. <br />88 <br />
