NOV 3 1987 BOOK 70 PACE 3 <br />Bill Koolage, 815 26th Street felt that the Commission is <br />concentrating on an end point when we should be starting at the <br />beginning with the judges and the attorneys, the leniency of <br />parole, the plea bargaining, and the delay in bringing trials to <br />court. He even understood that we are getting prisoners that <br />have been paroled by the State. He urged the Commissioners to <br />address the beginning of the problem by getting the prisoners out <br />of the county system and into State facilities. <br />Commissioner Wheeler agreed that it is cheaper to continue <br />to house the prisoners than it is to continue to parole them and <br />then have to put them through the system time after time. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Wheeler, the Board unanimously (4-0) <br />approved the proposed prisoner housing agreement with <br />Okeechobee County, and authorized the Chairman's <br />signature. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Wheeler, the Board unanimously (4-0) <br />authorized, if necessary, the payment of expenses for <br />the visit of the state prison inspector. <br />(CONTRACT BETWEEN OKEECHOBEE COUNTY AND INDIAN RIVER COUNTY IS ON <br />FILE IN THE OFFICE OF CLERK TO THE BOARD) <br />IRC HOUSING AUTHORITY AGREEMENTS <br />The Board reviewed the following memo dated 10/23/87: <br />.30' <br />
