M M <br />ALTERNATIVES & ANALYSIS: <br />As presented, the proposed ordinance has only two requirements <br />which produce a Tinancial impact. These are: (1) building number <br />requirements; and (2) road "number" designation requirements. <br />Each of these two requirements impose certain costs and confer <br />various benefits on one or more of the following groups: County <br />administration; property owners associations; developers; <br />individual homeowners; existing businesses; emergency services; <br />and the Postal Service. <br />(1) IMPACT OF BUILDING NUMBER REQUIREMENTS <br />The proposed Road Addressing System Ordinance would require that <br />all buildings in the County have address numbers displayed that <br />are visible from the public or private road on which the building <br />fronts, such numbers to be in sequence with the surrounding <br />building number pattern. In that respect, building number <br />requirements would primarily affect existing buildings with no <br />numbers, or numbers that are out of sequence. <br />County Administration <br />(N/A) COSTS: There would be no direct costs to County <br />administration; enforcement and field <br />inspections would be conducted by code <br />enforcement staff as part of routine <br />duties. <br />(+) BENEFITS: The requirement of sequential building <br />numbers would result in better public <br />service response, and minimize complaints <br />received concerning address inadequacies. <br />Adoption of the ordinance would authorize <br />the County to require needed changes. <br />— Property Owners Associations <br />(N/A) COSTS: Building number requirements would not <br />result in cost to a property owners - <br />association, except as may apply to <br />individual landowners whose building _ <br />numbers are not in conformance (see <br />"individual homeowners" heading). <br />(+) BENEFITS: Consistent, sequential building numbers <br />within a private development would result <br />in efficient emergency services response, <br />and other address -dependent services <br />(i.e. postal delivery). <br />Developers <br />(N/A) COSTS: The proposed ordinance would not result <br />in any additional costs to new <br />development beyond what is already <br />required. <br />(+) BENEFITS: No substantial benefits over present <br />circumstances. <br />Individual Homeowners <br />COSTS: The proposed building numbering <br />requirement would have minimal costz only <br />to homeowners whose present address is <br />out of sequence or whose house number is <br />25 BOOK 70 f -AIDE 62 <br />
