DISCUSSION RE HIRING OF ASSISTANT_ COUNTY ADMINISTRATOR <br />Chairman Scurlock advised that he has had expressed to him <br />both by Commission members and by the general public that there <br />may be some misunderstanding and differences of opinion regarding <br />the hiring of the Assistant County Administrator. He noted that <br />he went back and Listened to the tapes of the budget sessions, <br />and as may be remembered, he voted not to hire any assistant but <br />was overruled by the majority, and a level of compensation was <br />set at $41,400. He then supported the majority view. The <br />Chairman further noted that the tapes of the workshop sessions <br />also reflect that the intention of the Board was to hire a risk <br />manager prior to an assistant administrator being hired. He <br />believed we need some discussion on the present situation because <br />while there is no question that Mr. Balczun has the authority to <br />hire his own assistant without conferring with the Board, it <br />seems that the terms offered are in question because apparently <br />the amount offered was quite a bit in excess of the $41,400 that <br />was budgeted. We have had approximately five pay periods in <br />this budget year; so, that $41,400 as an annual salary would be <br />reduced by that amount, if that were the intention of the Board. <br />The Chairman believed we need to clear up this matter and move <br />forward. <br />Chairman Scurlock noted that the Board has not had a formal <br />presentation re the terms offered the assistant administrator in <br />the letter of employment, and he requested that Administrator <br />Balczun outline just what he has offered, including compensation <br />level, fringe benefits, travel expenses, etc. <br />Administrator Balczun reported that essentially he offered a <br />salary of $51,000 yearly to start, and typically in those kinds <br />of employment letters,.you stipulate the conditions under which <br />that can be increased over a period of time, i.e., annual raises, <br />evaluations, etc. He stated that there will not be any costs <br />arising from relocation other than the mileage of getting from A <br />to B.
