NOV 10m Boa 0 DGE 93 <br />They will try to coordinate this to have the least harmful <br />effect. <br />Commissioner Wheeler believed there have been barricades <br />with non-functional lights, some barricades tipped over, large <br />drop offs, etc., and stressed that although all this is a bit <br />late, he was very glad to hear that they are well on the way to <br />solving the problem. <br />Commissioner Bird noted that the roadwork on U.S.1 to the <br />north was a pet peeve of his when Dickerson was working up by <br />Scotty's, and he wished to know who is supposed to ride herd over <br />a contractor to make sure they do everything possible to protect <br />the safety of the motorist. <br />Chairman Scurlock believed it should have been Kimley-Horn's <br />inspector. He felt we paid $70,000 for that, but he understood <br />the inspector has been sick and apparently there have been some <br />problems. <br />Mr. MacAdam confirmed that their inspector had been sick, <br />but that was seven months ago; it has not been a recent problem <br />at all. As to whose responsibility this is, it is the contrac- <br />tor's responsibility to take care of the traffic situation. <br />Kimley-Horn's responsibility was to provide a resident project <br />representative to observe the construction, the quality of the <br />construction, and the progress, and should they observe anything <br />not in accordance with the contract or out of the ordinary, they <br />bring this to the contractor's attention or to the county's <br />attention. <br />Chairman Scurlock believed the Board is telling everyone <br />involved to get their act together and expedite as much as <br />possible. <br />Commissioner Wheeler noted this isn't something that just <br />occurred; it has been going on for a very long time. <br />Public Works Director Davis pointed out that not all the <br />activity on 12th Street has been associated just with this road <br />job.
