believed the County was going to serve that area, whether or not <br />the library is built there. <br />Chairman Scurlock clarified that the plant capacity and the <br />core system is a part of the special assessment, but when we talk <br />about laterals, that cost would be the responsibility of the <br />developers of specific developments. He advised that Director <br />Pinto could give them the details in terms of their specific <br />site. <br />In closing, Mr. Gallagher emphasized that Dr. Fischer is a <br />firm believer and supporter of the education process and feels <br />that a library will be beneficial to everyone in the north county <br />and that is why he has offered to donate 3.2 acres on CR -512 at <br />Chesser Gap at no land cost whatsoever. Since it is more <br />generally accessible and free, he felt it is almost inconceivable <br />that the site would be turned down. He assured the Board this <br />property would be free and clear and that it would be a quit <br />claim deed at no expense to the County. <br />Commissioner Eggert expressed her appreciation, and that of <br />everyone concerned, for Dr. Fischer's generous offer. <br />Margaret Szeluga, resident of Sebastian, felt the Sebastian <br />Lakes location is ideal for a library since the population seems <br />to be going west and that the library also will be serving the <br />communities of Wabasso, Roseland, and Fellsmere. Mrs. Szeluga <br />felt that since utilities are already available to that site, it <br />would be a wise investment, cost wise. In addition, she felt <br />that it would be an aesthetic benefit to have the library located <br />between two lakes. <br />Elizabeth Boisvert, resident of Fellsmere, favored the <br />Sebastian Lakes site because of its central location. <br />Donato DeRobertis, resident of Sebastian Highlands, believed <br />there would be hidden costs to prepare the land donated by Dr. <br />Fischer besides utilities, such as clearing, fill, etc. He <br />favored the.Sebastian Lakes site because of its aesthetic value <br />and because that location is more central to serve future growth. <br />21 BOOK 70 PAUF 116 <br />0�! 11 X97 <br />
