NOV 1-' 1987 BOOK iO PnF125 <br />Reynolds Smith, owner of the coin laundry in the.Grace <br />Lutheran block, stated that he has not heard any mention of <br />compensating the owners of the coin laundry or the Downtown <br />Supermarket for displacing their business. Currently, they have <br />a 9 -year lease, and he believed the supermarket has a 5 -year <br />lease. <br />Administrator Balczun noted that it would be the County's <br />intention to acquire the property from Nancy Moon and that it <br />would be Mrs. Moon's responsibility to compensate her tenants. <br />J. B. Norton felt the conversation today has been <br />interesting as it relates to the downtown revitalization, and did <br />not resent his tax dollars being spent on a public library or a <br />courthouse complex in that location. If the County take the <br />first step forward in this direction, he felt that private <br />enterprise would take over and continue the process of <br />revitalization. With regard to the Catron property, he was <br />concerned about the access being off of SR -60, which he believed <br />is almost to full capacity. He urged the Board to consider the <br />Grace Lutheran site. <br />Chairman Scurlock asked him if he felt that the Catron <br />property would be that far out, and Mr. Norton felt that for the <br />next 15 years, it would be a little far out. <br />William Benear, President of the First Union National Bank, <br />agreed with the concept of private enterprise taking the <br />initiative in the revitalization of downtown, and pointed out <br />that the bank made a commitment to staying downtown when it <br />pumped over $1-5 million into their building at 2004 16th Avenue. <br />He noted that office is the largest office of the First Union <br />National Bank here in Vero Beach. <br />Francis Johnson, 505 25th Court, did not feel that locating <br />a library on the Catron property would be considered urban sprawl <br />or create any commercial there. He honestly has a hard time in <br />finding the downtown area, and did not feel that site allowed <br />adequate room for the amenities that go with a library. Mr. <br />30 <br />
