OV 17 198T <br />PARKS AND RECREATION COMMITTEE <br />SUMMARY OF ACTIONS <br />NOVEMBER 12, 1987 <br />BOOK <br />, -70 FACE14 <br />A proposed lease was prepared for Doug Upton to lease a part of <br />the fairground property to construct a remote control race track. <br />The Committee discussed the lease and suggested some minor <br />changes. He will agree to pay $100 per month for the use and <br />maintenance of port -a -lets, and pay $50 per event or 100 of total <br />receipts of each event, whichever is greater. The Committee <br />recommended approval of the lease as amended, and it will be <br />brought to the County Commission for their consideration in the <br />near future. <br />The Committee discussed David Palmer's request for public <br />skateboard ramps at Kiwanis-Hobart Park. Liability is a great <br />concern to the committee. Staff will further investigate the <br />liability aspect, and David was instructed to get cost estimates, <br />and see how much money he could raise in pledges to construct and <br />maintain the ramps. David suggested that a skateboard shop be <br />incorporated into the plan to help defray the costs. <br />The Committee unanimously recommended that the Sailboard Lease on <br />Wabasso Causeway be renewed. Mrs. Hazen offered to pay $200 a <br />year instead of $100 as previously stated in the lease. <br />The Committee discussed placing matters on the Parks and <br />Recreation Agenda. It was decided that all requests will be <br />channeled through Jim Davis, Director, Public Works, and if the <br />requests involve recreation programs, he will route them through <br />Pat Callahan. He will then give a tentative agenda to the <br />Secretary, who will send the notices out in the same manner as in <br />the past. The deadline for receiving requests to be placed on <br />the agenda is two weeks prior to the meeting. The Committee <br />normally meets the second Thursday of each month. <br />Pat Callahan reported on the recreation programs. <br />The School Board, in partnership with the recreation department, <br />has submitted a grant proposal to the State for an after school <br />care program for children ages 9-12. <br />Al MacAdam volunteered to be the representative of this committee <br />on the City/County Bike Path Committee. <br />Mr. Schum reported on Earman Park. He said it is very nice, but <br />needs some mosquito control. <br />Chairman Scurlock felt we are spending a lot of time on the <br />skateboard ramp issue, and suggested that we ask David Palmer to <br />look to the private sector so that the County does not get <br />involved in the liability. Perhaps we could lease some property, <br />and Commissioner Bird confirmed that is exactly what they have <br />encouraged Mr. Palmer to do, and he is doing that now. <br />46 <br />
