M M r <br />fees for this; however, when we get into phase 3 of the <br />Boulevard, he did not know exactly what that will cost and <br />possibly we may have to do some short term borrowing. Phase 3 is <br />the portion between the existing terminus to Barber Avenue, and <br />the subject property is in Phase 4 immediately north of Barber <br />Avenue. <br />Chairman Scurlock inquired about the schedule for escalating <br />impact fees, and Director Davis advised that the Planning <br />Department is working on the, capital improvement element now. <br />Chairman Scurlock realized staff is stressed to the maximum <br />and suggested we get back to our original consultants. He <br />pointed out that every time a unit goes up, we are falling short <br />approximately 200 on the impact fee and that will pay for a <br />consultant pretty quickly. <br />Director Davis noted that the consultant is very busy also, <br />but Chairman Scurlock believed the model is already set up and <br />all that is needed is to substitute a new number. He asked if it <br />is not true that the cost of building the road has increased at <br />least 20% because of the need to pay for more R/W. <br />Director Davis felt it definitely has and stated that they <br />have been working on this, but noted that another factor you must <br />take into consideration is the average trip length for someone in <br />a particular district, i.e., his cost is predicated on average <br />trip length and the cost to build a lane mile of road in that <br />district. <br />Chairman Scurlock believed we took in about one million last <br />year in impact fees; so, with a 20% shortfall, we are losing <br />$200,000 a year. <br />Director Davis agreed we are losing in some districts - <br />mainly the western districts. <br />Commissioner Wheeler expressed concern about the expense of <br />building roads, but was also concerned about roads cracking that <br />are built with a soil cement base. <br />43 BOOK 70 m,-[185 <br />NOV 24 1987 <br />
