that he wants to get the road finished, and from an environmental <br />standpoint, he personally felt the best thing is to keep a <br />pristine view of the river. He also pointed out that eventually <br />we will have a new bridge come across somewhere in that area, and <br />he did not want to get in the position of having to buy buildings <br />in order to build a new bridge. <br />Discussion continued at length about R/W being moved all <br />over, and Director Davis reported that in 1980 it was pinned down <br />with the environmental agencies that this was the least environ- <br />mentally sensitive alignment, and that is the alignment we have <br />instructed Boyle Engineering to use. <br />Chairman Scurlock believed the recommendation now is to <br />acquire 106 acres, and Director Davis confirmed that recommenda- <br />tion was made to the Board and staff requested permission to <br />survey the property, prepare the appraisals, and begin negotia- <br />ting. The Board approved proceeding with the survey, and the <br />request is in the newspaper right now for a surveying company to <br />give us a proposal. <br />Commissioner Bird commented that he did not know if they are <br />right or wrong, but he felt there was merit in at least listening <br />to the developer's plan, which they claim would give us better <br />mitigation of the wetlands, give us the R/W we need for free, and <br />allow them to do some development. He felt it might be <br />beneficial if we could reach.an agreement where we say we agree <br />to all that, but make it plain that what they do with the City is <br />totally aside and separate - they may or may not get the <br />approvals, but in the meantime maybe we have made a good deal. <br />Chairman Scurlock noted that we have had another proposal. <br />Someone from the Vero Beach Country Club suggested the possibil- <br />ity of participating fi.nancially with the county in relocating a <br />couple of their holes over into the environmentally sensitive <br />area, if that can be done, as this would help solve the parking <br />problem they have had for a long time.
