Commissioner Bird understood that the site plan for either <br />of the two sites would have to be approved by the City of Vero <br />Beach, and wondered if they have any requirements for on-site <br />parking. <br />Mr. Boling understood that any parking within 500 feet of <br />the facility is considered on-site, and up to 25% of the parking <br />can be located off-site. <br />With regard to the costs involved in the MacArthur/Davis <br />site, Mr. Boling advised that we have received a letter from an <br />individual, who wishes to remain anonymous, offering to <br />contribute $250,000 toward the purchase of the MacArthur`/Davis <br />site which is offered at $1.25 million. Staff did not have a <br />traffic analysis done on that site, however, but feel that two <br />adjacent streets would have to be paved at an estimated cost of <br />$30,000. With the $250,000 donation, the cost of acquiring and <br />developing the 4.6 acre site still would be over $1 -million. Mr. <br />Boling believed we probably would need a little more fill on that <br />site than on the other 2 sites. <br />Commissioner Eggert pointed out that when the Public Library <br />Advisory Board toured other libraries in the state, they got the <br />feeling that a 35,000 sq. ft. building would be sufficient and <br />that we really didn't need 50,000 sq. ft. in one building. In <br />addition, wherever they went, they were advised to make sure that <br />we have enough workers for the space. She felt that we should <br />consider building only 35,000 sq. ft., but pointed out that <br />whether we need it built on a park -like site or a downtown site <br />is another matter. Commissioner Eggert noted that in the <br />beginning, she was opposed to a 2 -story facility, but now would <br />be willing to consider a 2 -story plan. <br />Commissioner Wheeler understood that if we went to a 2 -story <br />structure, the cost would be minimum for adding the third story, <br />and Commissioner Eggert advised that she was told that it would <br />cost 15%-20% more to have parking underneath the building. <br />22 BOOK 70 FA.'11215 <br />
