buildings in the downtown area would be open as late as the <br />library. She also was worried about clumps of landscaping that <br />might be planted between the library and the parking spaces. <br />Mrs. Mance believed that of all the sites, the MacArthur/Davis <br />site would be the safest because it is so close to the police <br />station. <br />Edra Young, resident of Sebastian, told of a site plan for <br />an entire government center up in North Carolina, and urged the <br />Commissioners to look at what she considered to be an outstanding <br />plan. <br />Chairman Scurlock felt there has been some misunderstanding <br />about us going outside the city limits somewhere and developing a <br />large government complex with a courthouse, but that actually <br />isn't an option because such a county complex must be located <br />within the city limits of the county seat. <br />Charles Block, local architect, supported the downtown <br />location. <br />Roy Howard, representing First Baptist Church of Vero Beach, <br />advised that they are in favor of the Grace Lutheran site and <br />would be happy to help out in any way they can with the <br />facilities they have. Mr. Howard advised that he also was <br />speaking in behalf of the Historical Society, who wish to go on <br />record of being in favor of the downtown site. <br />Bill Koolage, 815 26th Avenue, speaking on behalf of the <br />Vero Beach Chapter of the American Association of Retired <br />Persons, announced that they are opposed to both the <br />MacArthur/Davis and Grace Lutheran sites. He stated that he <br />wouldn't repeat the objections he voiced at the last meeting <br />during the discussion on the selection of a site for the Vero <br />Beach library, but would like to question the costs of leasing <br />property near the Grace Lutheran block to satisfy the parking <br />needs. <br />Chairman Scurlock did not feel that leasing property for <br />parking was going to accelerate the cost to the taxpayers. <br />DEC 11987 2 6 EOOK 70 Fa,E F19 <br />
