DEC 11997 BOOK 70 F,�,E 22 <br />Using an overlay of a 50,000 sq. ft. facility, he showed how the <br />facility could be situated anywhere on the Catron site. He <br />recalled that the consultant's report suggested that ideally the <br />new main library should be located along SR -60 between the <br />downtown area and 27th Avenue. He suggested that if the back <br />part of the Catron site wasn't needed, it could be left off, and <br />instead acquire an additional 138' x 230' of frontage on SR -60 at <br />a proposed cost of $875,000 ($4.46 per sq. ft.). <br />Attorney Clem stressed the flexibility of the Catron site <br />and pointed out that if the library was built downtown, we would <br />never have enough parking for a new government complex. <br />Chairman Scurlock pointed out that we are considering a <br />multi-level parking structure for the downtown area, but people <br />seem to think that we are going to use only surface parking. <br />Attorney Clem felt that trying to fit the library on the <br />Grace Lutheran site was like having an elephant on a postage <br />stamp. He urged the Commissioners to select the Catron site. <br />Frank Hahn, Secretary of Vista Civic Association which <br />represents 900 families, recalled that last winter he sent a <br />letter on behalf of their association to the Public Library <br />Advisory Board expressing their preference of the MacArthur/Davis <br />site, and feel the donation towards the purchase of the <br />MacArthur/Davis property would bring that site in line with the <br />other 2 sites. He didn't feel the library would create a <br />downtown area where there is no longer a downtown area. There <br />really is not any retail area there any longer, and Mr. Hahn <br />pointed out that the present library has not brought any stimulus <br />to that area. He felt that the MacArthur/Davis property should <br />be considered because of its central location, ample parking, and <br />the additional costs that will be necessary in the development of <br />the other two sites. <br />Samuel Pascal, 10 -year resident of Vero Beach, wanted to <br />remind everyone that a few years ago when we put together the <br />29 <br />
