for the Grace Lutheran site once we pay to have all the buildings <br />cleared away, etc. In addition, he pointed out that the downtown <br />streets are congested and difficult to get around, especially for <br />the elderly. He did not like the idea of people having to park <br />off-site and cross a street to enter the library. Commissioner <br />Bird believed that if we were looking at some other business <br />venture's site plan on the Grace Lutheran block, we would frown <br />on them going off-site for their parking, and would prefer that <br />they put it all on site, properly buffered and landscaped. He <br />felt we should follow the same set of rules. Further, he was <br />very reluctant to put the supermarket and coin laundry out of <br />business, and stressed that petitions have been signed by several <br />hundred persons who want the businesses to remain. Another <br />reason he is opposed to the Grace Lutheran site is because it <br />would force the removal of the large oak trees that are in the <br />middle of the site. Commissioner Bird favored the Catron site as <br />he always envisioned a library to be situated in a quiet, <br />secluded setting, with ample parking. His second choice would be <br />the MacArthur/Davis site. <br />Commissioner Wheeler emphasized that this was an extremely <br />difficult decision to make because he felt all 3 sites are good <br />locations and centrally located. However, looking to the future, <br />he felt the Catron property would have problems with access and <br />the increased traffic on SR -60. Further, he did not feel that <br />government buildings need the high visibility that professional <br />offices do, and that the Grace Lutheran block would be <br />preferable. He noted that the change from 35,000 sq, ft. to <br />50,000 sq. ft. dramatically changes the comparison criteria for <br />the 3 sites. After reviewing all the material and weighing all <br />the fact.s; he believed that the Grace Lutheran site will bring <br />many benefits. <br />Chairman Scurlock pointed out that Mrs. Moon has advised <br />that the <br />lease for the supermarket will be up <br />in 3 <br />years <br />and is <br />DEC <br />11987 <br />3 Z <br />Door <br />70 <br />ri 1 2?5 <br />
