"SONNY" DEAN <br />MANAGER OF SOLID W E MANAGEMENT <br />DEPARTMENT OF UTILITY SERVICES <br />DATE: NOVEMBER 23, 1987 <br />SUBJECT: AGREEMENT BETWEEN INDIAN RIVER COUNTY AND UNITED STATES OF <br />AMERICA FEDERAL DRUG ENFORCEMENT AGENCY <br />In August.1986, Indian River County entered into an agreement with the <br />Federal Drug Enforcement Agency to burn a given amount of marijuana and <br />other illegal drugs in the incinerator located at the landfill. In <br />early 1987, the incinerator reached a point of deterioration that it <br />had to be replaced. Deterioration was accelerated due to marijuana <br />burning at such a high temperature in excess of 3000 -degrees. <br />A new air -curtain incinerator has been installed and we are presently <br />operating at a capacity to catch up with the enormous amount of debris <br />stored on site. The Drug Enforcement Agency has called continuously to <br />ascertain when they may resume transportation of seized drugs to our <br />site for burning. Specifications for the new burner require <br />temperatures not to exceed 2800 degrees Fahrenheit. Other burnable <br />debris will have to be mixed with the drugs in order to maintain the <br />specificied temperature. <br />Due to. the problems associated with the burning of drugs in our <br />incinerator, the following changes are recommended in the present <br />agreement with the Drug Enforcement Agency: <br />1. The County will receive and burn no more than ten (10) tons <br />per day. <br />2. The cost to burn the drugs is to be increased from $65.00 to <br />$245.00 per ton. <br />Commissioner Eggert just wished to know if the ten tons a <br />day referenced is just drugs or everything, and Director Pinto <br />advised that the ten tons refers only to drugs. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Bird, the Board unanimously approved an <br />agreement with the Federal Drug Enforcement Agency <br />for the disposal of contraband by burning as recom- <br />mended by staff. <br />(SAID CONTRACT WILL BE MADE A PART OF THE RECORD WHEN FULLY <br />EXECUTED AND RECEIVED.) <br />®EC <br />1987 15 BOOK 70 f''tOuE <br />
