O E C <br />8 1987 <br />BOOK <br />70 <br />P':CE -311 <br />developer with 5,000 <br />acres west of 1-95 would want to <br />do <br />the same <br />kind of project for marketing purposes, and if General Develop- <br />ment, for instance, came in with a similar project, the Board <br />would have to allow it. <br />Chairman Scurlock asked if Mr. O'Haire is saying that the <br />only people in this county who can enjoy a beach club are those <br />who own property there, and Mr. O'Haire pointed out there are <br />public beaches for the general public. He continued to stress <br />that what is proposed is actually no different than a restaurant, <br />and he did not believe the county can police this by putting an <br />agreement on record. The standards should be put in an ordinance <br />first so you do not have tailored agreements for different <br />projects. <br />The Chairman stated that his personal philosophy is <br />different. He feels the 87,000 people in the county who have a <br />right to use the beaches should not be limited just to the public <br />beach but should have the opportunity to go to a private club if <br />they desire. He emphasized that he has not seen any negative <br />impact from the the John's Island Beach Club, Sea Oaks, or Indian <br />Trails. They are all up -scale positive facilities. <br />Attorney O'Haire argued that if the object of the game is to <br />provide an opportunity for 87,000 people to have access to the <br />beach, how do you control "up scale" - there is not a standard. <br />Chairman Scurlock asked if Mr. O'Haire could see him <br />standing there and arguing that members of John's Island and <br />other beach communities could not belong to a private golf club <br />west of the river. <br />Commissioner Bird agreed with Attorney O'Haire that we do <br />need better clarification in the future. However, these people <br />have gone through the required process and played the game by the <br />rules that are in place, and he felt we should process them <br />accordingly. He personally was prepared to judge the request <br />today on the basis of what we have on the books at the present <br />time. <br />70 <br />
