DEC i51987 BooK 70. Fa E347 <br />RECOMMENDATIONS <br />Staff has two recommendations: <br />1. That the Board of County Commissioners consider the use of <br />credit cards as a third method of payment for players*at the <br />golf course for its ability to generate additional funds that <br />might not otherwise be available. <br />2. That the Board of County Commissioners consider renting the <br />Zon Jr. Plus electronic credit card terminal for processing <br />credit card transactions because: <br />a. The machine can shorten the time it takes to process a <br />credit card payment for the customer through its <br />ability to instantly determine the legitimacy of a card. <br />b. The machine automatically forces sales personnel to <br />balance the credit card transactions at the end of each <br />day before it 'signs off'. <br />C. The machine's ability to transmit totals over the <br />telephone line allows the bank to grant instant credit to <br />the golf course the next day. With no hold on the funds, <br />the county can reinvest the money at a better rate almost <br />immediately. <br />d. The credit card company is offering a discount fee of <br />24% to 3%, (depending on the size of the transaction) if <br />the Zon Plus Jr. is used. Banks often offer close to 30 - <br />regardless of the size of the transaction - a savings of <br />.75o to the county. <br />e. There is a one time set-up charge of $150.00, which includes <br />imprinter and credit card slips. Monthly rental is only <br />$18.00 per month. At those prices the county should easily <br />recoup these costs within the first few days of each month. <br />Commissioner Wheeler wished to see either a 3% surcharge <br />added when a credit card is used or the County give a 3% cash <br />discount, but Chairman Scurlock said he didn't know of any places <br />that give cash discounts other than filling stations. <br />OMB Director Joe Baird advised that by federal law we would <br />have to word it as a cash discount, and we would have to increase <br />all the rates at the golf course by 3% and then offer a cash <br />discount. He felt the Board may want to come back at a later <br />date with such an increase, but the Board indicated that would be <br />too complicated. <br />Commissioner Bird wanted to give the credit cards a try, <br />because he felt it would substantially increase the play, <br />miscellaneous sales, etc. <br />12 <br />
