However, it will still be just two.people living <br />in the house; so, why should they pay more. She was informed <br />that she will not be paying any more. <br />Victor Hart, Gifford,.came before the Board representing the <br />Gifford Progressive Civic League, and expressed concern about the <br />fairness of the taxing district when he hears that property that <br />doesn't have a house on it will be exempt. He asked if we <br />shouldn't tax all the property in the county. <br />Attorney Vitunac noted that first of all, it is not a taxing <br />district; it is a special assessment district, which means each <br />property must receive a benefit not less than the tax they are <br />charged. <br />Chairman Scurlock further explained that if you don't <br />generate waste, you don't receive a benefit and you don't pay. <br />Mr. Hart then asked how you deal with the person who owns <br />more than one property or has four or five properties on the same <br />tax bill. <br />Director Pinto advised that would be assessed not by the <br />parcel of land but by the number of structures. If you had five <br />houses on a parcel of land, you would be charged five times. <br />Floyd Danner, North County resident, wished to go on record <br />that he feels this is fair, but he is wondering what will happen <br />in regard to refrigerators, washing machines, etc., that are just <br />being left at the collector station. He feared if they can't be <br />left there, they will be dumped around the county. <br />Director Pinto stated that it is our intent that any house- <br />hold contents can be taken to the transfer station. If you live <br />in.North County, we will not expect you to take a refriger- <br />ator, sofa, etc., all the way to the landfill. What we have had <br />a problem with is commercial people bringing in tons of material. <br />Clifford Ferguson noted that he has a private individual who <br />picks up his trash, and Chairman Scurlock explained that he will <br />44 <br />
