Chairman Scurlock saw no reason for the Town to exist. The <br />owners could keep changing on a continuing basis, and his main <br />fear is that they will use the town as a developer's vehicle to <br />circumvent zoning. <br />Commissioner Wheeler favored putting this matter back on the <br />list and letting the delegation know our feelings as he felt the <br />best we can get is a new commitment from the new owners. <br />Commissioner Bird wished to know specifically what we would <br />ask for, and Chairman Scurlock stated that it would be the <br />abolishment of the Town of Orchid by a Special Act. <br />Commissioner Bird advised he would not vote for that. He <br />felt we should ask the owners to come before the Board so we can <br />express our concerns and let them tell us what their plans are. <br />Chairman Scurlock polled the members and informed Attorney <br />Vitunac that it appears the Board is 3 to 1 in favor of asking <br />for abolishment of the Town of Orchid, Commissioner Bird being <br />opposed. <br />(2) Discussion ensued re pushing for four-laning of State Road 60 <br />out to the Turnpike, and Commissioner Bowman felt we should go <br />for an Authority. <br />Commissioner Wheeler stated that he needed to know a lot <br />more about it before he would push for a toll road. It was <br />agreed to push for four-laning and consider all options. <br />(3) Re continuing to push for local tax options, Attorney Vitunac <br />advised we still have the option, but there is a Bill by the <br />Florida Association of Counties to do away with the referendum <br />requirement and let the Boards do it by vote. The Chairman <br />preferred having a referendum, and so did Commissioner Wheeler. <br />(4) Attorney Vitunac felt we are doing well with the state re the <br />jail now and did not want to rock the boat. <br />Chairman Scurlock <br />L_ C 2 2 1987, 75 BOOK 70 F}1GE 455 <br />
