Under discussion, Director Davis explained the various <br />problems that could arise with the installation of the gas <br />transmission line, and Attorney Vitunac felt the real issue here <br />is whether there is a predominant county need for all our <br />right-of-way such that we should not give the gas company their <br />easement. <br />Director Davis believed that we can show a need for alt the <br />right-of-way, whether it be for drainage, utilities, roadway <br />shoulder, etc., and Chairman Scurlock felt we have an extremely <br />good negotiating position and that we ought to take the position <br />that we don't have any right-of-way unless it can be arranged <br />that we have some effluent disposal capability. <br />Commissioner Bi.rd was concerned about the County's liability. <br />in this situation, and hoped that somehow we have the vehicle to <br />make sure that the line is properly engineered and installed. He <br />asked if it was possible to get some sort of hold harmless <br />indemnity. <br />Attorney Vitunac advised that we could put that in the <br />agreement with the City of Vero Beach. <br />THE CHAIRMAN CALLED FOR THE QUESTION. The Motion <br />was voted on and carried unanimously. <br />DOT 5 -YEAR WORK PROGRAM AND STRATEGIC PLAN PRESENTATION <br />William Fowler, Deputy Assistant Secretary of the Department <br />of Transportation, advised that he would be assisted in today's <br />presentation by Bruce Seiler, District Planning Administrator, <br />and Chuck Barrett, Manager of Programming and Contractual <br />Services. <br />Mr. Fowler announced that the Governor is not expected to <br />reveal what projects he will support until February 1st. <br />Distributing copies of the Strategic Transportation Plan for <br />District 4 Element, Mr. Fowler directed everyone's attention to <br />the four major goals of the plan: <br />29 <br />JAN 5 1988 <br />BOOK 70 PAGE". 498 <br />
