JAN 511988, <br />Boa .70 fnt.529 <br />Chairman Scurlock expressed concern about the Personnel <br />Department not standing alone, and wondered when you have <br />department heads from Youth Guidance, Probation, and Welfare <br />reporting directly to Personnel, how the Personnel Director keeps <br />his objectivity or separateness in dealing with employees in <br />those departments for which he is also the division head. <br />Administrator Balczun felt that is always a concern, but <br />pointed out that those various departments are all relatively <br />small operations. He explained that if an employee in one of <br />these departments has a problem with his department head,, who <br />reports to the Personnel Director, he can go to the <br />Administrator. If that doesn't work, the procedure can be <br />changed, because he did not want to keep anything in place that <br />doesn't work. In this case, the function is more important than <br />the form. <br />Chairman Scurlock was concerned because he just had not seen <br />that structure before, but then again, he felt that each <br />structure should fit the organization and the people you are <br />dealing with. <br />Commissioner Eggert did not agree that it fits here, and <br />Chairman Scurlock stated he had some real questions about it as <br />well. <br />Commissioner Bird asked how many of the approved positions <br />for this budget year are yet to be filled as he was particularly <br />interested in filling the position of Project Manager to help Jim <br />Davis in Public Works. <br />Administrator Balczun advised that a hold was not put on <br />that position; however, an individual who Director Davis was <br />talking with, chose to take another position. He noted that <br />Personnel was told sometime ago to recruit for everything, but <br />pointed out that characteristically we hold off in the first <br />quarter of the year to preserve cash flow and do all of those <br />things. <br />60 <br />
