JAN 5 1988 <br />BOOK 70 FAWE 5:3l <br />Commissioner Bird felt we have to be careful whether or not <br />we over emphasize the qualifications for some of these positions, <br />because with those qualifications, comes a price tag. He feared <br />that we are starting to get a little top heavy with some of our <br />administrative type people, and since he has been critical of <br />other governmental agencies in this county for being top heavy, <br />he didn't want to be hypocritical and become that way ourselves. <br />Commissioner Wheeler felt an individual's track record <br />should carry substantial weight, and if an individual has 10-15 <br />years of experience with a good performance record, then a <br />college degree isn't as necessary. <br />Commissioner Bird pointed out that we are hiring these top <br />executives in the $30,000-$40,000 bracket when we have 20 open <br />positions in Road and Bridge, which are the guys in the trenches <br />really doing the work. Maybe those positions are open because we <br />are not paying enough. He realized that we have a study underway <br />which perhaps will tell us that we need to pay ditchdiggers more <br />and administrators less, or something. <br />Chairman Scurlock believed that Administrator Balczun has <br />received the concerns of this Board about the high qualifications <br />for filling some of these positions. <br />Chairman Scurlock asked Commissioner Bird about Bob <br />Komarinetz handling both the golf club and the county fair, and <br />Commissioner Bird felt that for the time being, Director <br />Komarinetz could handle both slots, but that in time he would <br />have to concentrate strictly on the golf club operations. <br />Chairman Scurlock wondered if we have too many people in the <br />clubhouse operation, and Commissioner Bird felt that would have <br />to be determined at the end of this season. At times it does <br />seem that there are too many, but at other times, all of the <br />employees are kept busy. <br />Administrator Balczun commented that while the City/County <br />recreation structuring looks confusing, it makes good sense and <br />it works. <br />62 <br />
