ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Bird, the Board unanimously directed <br />this matter back to the Seagrass Committee for <br />further study and a recommendation. <br />DISCUSSION RE JOB DESCRIPTION FOR OMB DIRECTOR <br />Commissioner Bird questioned the description of duties shown <br />on page 2 of the job description for the Director of the Office <br />of Management and Budget. He envisioned the way this would work <br />is that the OMB Director would work with the County Administrator <br />in the preparation of the budget, but he really saw the <br />Administrator to be the lead person, with assistance from the OMB <br />Director, in working with the department heads to formulate their <br />budgets and determine their needs. <br />Chairman Scurlock understood that the budget that is <br />presented to the Board of County Commissioners is the <br />Administrator's budget and that the Administrator will work with <br />each department head and pull together a budget, and that, <br />basically, the OMB Director would put together all of that and <br />not be the negotiator for what should or should not be included <br />in the budget. <br />OMB Director Joe Baird explained that sometimes he has to <br />explain the process of budgeting, not the amounts, but <br />Administrator Balczun makes the decisions. <br />Commissioner Bird suggested modifying the wording in the job <br />description from "formulation of the budget" to "assembly of the <br />overall annual budget". <br />Commissioner Eggert asked if we want to leave in the words <br />"department head", and Director Baird advised that it does <br />involve meeting with department heads. There is no way around <br />that if he is to give technical assistance. <br />Commissioner Eggert suggested that we take out "formulate" <br />on page 3, and just Leave "discuss policy".
