The organizational meeting will be held on February 5, 1988 <br />at the Hilton at Rialto Place, Melbourne. Members of all eight <br />Watershed Action Committees will meet for an introduction to the <br />SWIM program and objectives. A series of presentations will <br />highlight successful local government stormwater control and <br />water quality management. The schedule includes luncheon and the <br />Marine Resources Council Annual Banquet in the evening. <br />We ask that you appoint a technical staff member to <br />participate on the two Indian River Lagoon Action Committees in <br />Indian River County; the Sebastian Watershed Action Committee and <br />the Indian River Lagoon Narrows Action Committee. It is important <br />that each community be represented. Barile <br />Ms. Barile explained that part of the implementation <br />strategy they are using under S.W.I.M. is the watershed approach. <br />There are three problems with the Indian River. <br />1. There is too much fresh water coming into the River and that <br />is having negative impacts. <br />2. The seagrass beds and mangroves are disappearing and <br />declining. <br />3. There is nobody managing the river. <br />Ms. Barile advised that they have three proposals to remedy <br />these three problems. <br />Chairman Scurlock believed the three actions Ms. Barite is <br />asking for to deal with these problems are as follows - <br />(1) appropriate $4,000 for an aerial photography study of <br />seagrass beds in the Lagoon; <br />(2) adopt a Resolution asking that the Indian River Lagoon be <br />designated as an Estuary of National Significance; and <br />(3) appoint a Commissioner to sit on the Sebastian Watershed <br />Action Committee and the Indian River Lagoon Narrows Action <br />Committee, along with a technical member of the county staff. <br />Ms. Barile confirmed these are the actions they are hoping <br />for. <br />29 <br />JAN1.9'98& <br />BOOK 70 r[599 <br />
