JAN 19 1988 <br />BOOK 70 rr,T 612 <br />Orlando their non -conforming uses may expand through a condi- <br />tional use review. <br />Mr. Kirrie pointed out that with the present day problems of <br />theft, vandalism, etc., those who live on the same land where <br />they work, appreciate the reduction of these problems, and <br />another factor is that insurance rates are lower for vehicles <br />that are kept at the owner's residence. Mr. Kirrie thanked the <br />Commission for their perseverance and urged their continuing <br />diligence to complete this as they had originally envisioned so <br />those living in ROSE -4 can continue to live as they have for many <br />years without interference from those on the outside. <br />Fred Mensing came before the Board to present graphs and <br />material to back up Mr. Kirrie's presentation. He quoted the <br />following from the Commission Minutes of February 24, 1987: <br />" Attorney Vitunac understood that the intent of the Motion is <br />to direct the County Attorney to find a vehicle for accomplishing <br />making what is there legal, and to make the people who are <br />legally grandfathered in a valid conforming use in the future. <br />Commissioner Bowman asked for clarification of how we are <br />planning to legalize the grandfathered businesses, and Attorney <br />Vitunac explained that first a study would be• done to find out <br />who is grandfathered under this new ordinance and then write a <br />second ordinance, changing the. ROS.-9crIter.Ia,:Ifl. order to make <br />them a valid and conforming use in.the future...._:: <br />Chairman Scurlock.•felt..the.clear intent here has been <br />expressed, and Commissioner Eggert emphasized that Ln seconding <br />the Motion, her intent Is that this will be applied.:to only the <br />ROSE -4 area. <br />Mr. Mensing emphasized that the Board promised the people <br />this would be done, and the County Attorney did not do this. Mr. <br />Mensing then informed the Board that four or five people went to <br />work over the weekend gathering signatures from owners in the <br />ROSE -4 area exclusively. and he is submitting a petition signed <br />by 167 property owners stating that they are satisfied with <br />Ordinances 87-21 and 87-22 and request that the Board leave them <br />52 <br />
