JAN 19 1988 <br />BOOK 70 PAGE 628 <br />the county is not taking a two -fold approach there because they <br />are saying they recognize they need a future road there, but they <br />are not putting it on the Thoroughfare Plan as yet. Mrs. Offutt <br />contended this really shouldn't be the burden of the developer <br />and that there should be some sort of compensation since the road <br />will eventually be there or the county wouldn't want the R/W. <br />Director Keating pointed out that the roads on the <br />Thoroughfare Plan systems are the collector and arterial roads <br />that are designed to carry more traffic; those not on the system <br />are the local roads that art designed to serve specific projects. <br />Mrs. Offut argued that as the county develops, it is looking <br />at some major projects, and the roads within those projects may <br />well later become arterial collector roads. She felt if the <br />county recognizes that a roadway eventually is going to be there, <br />but it is not on the twenty year plan, perhaps the twenty year <br />plan is not as dynamic as it could be. <br />It was agreed this may need to be looked at. <br />It was determined that no one else wished to be heard, and <br />the Chairman thereupon declared the public hearing closed. <br />ON MOTION by Commissioner Eggert, SECONDED by Commis- <br />sioner Wheeler, the Board unanimously adopted Ordi- <br />nance 88-4 amending requirements for dedication of <br />Right -of -Way, with the corrections cited. <br />ORDINANCE NO. 88 - 4 <br />AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF <br />INDIAN RIVER COUNTY, FLORIDA AMENDING SECTIONS 2(b); <br />23.3 (d) (1) ; AND 25(t) OF APPENDIX A OF THE CODE .OF <br />LAWS AND ORDINANCES OF INDIAN RIVER COUNTY, ZONING <br />CODE; REGARDING ADDITIONS TO THE DEFINITIONS; <br />REQUIRING DEDICATION AND/OR RESERVATION OF RIGHT- <br />OF-WAY FOR SITE PLAN APPROVAL; AND REQUIRING <br />DEDICATION AND/OR RESERVATION OF RIGHT-OF-WAY FOR <br />SINGLE FAMILY LOTS; ALSO AMENDING SECTION 10(c)(2) <br />OF APPENDIX B OF THE CODE OF LAWS AND ORDINANCES OF <br />INDIAN RIVER COUNTY, SUBDIVISION AND PLATTING; <br />REQUIRING DEDICATION OF RIGHT-OF-WAY FOR SUBDIVISION <br />PLAT APPROVAL. <br />ORDINANCE 88-4 IS ON FILE IN THE OFFICE OF CLERK TO THE BOARD IN <br />ITS ENTIRETY. <br />68 <br />
