pr - <br />.JAN 2 6 1988 <br />BOOK 70 PAGE 680 <br />Chairman Scurlock noted that this item was placed on today's <br />Agenda for discussion and was not advertised as a public hearing. <br />He explained to a standing room only audience the procedures <br />involved in amending the Comprehensive Land Use Plan. <br />Applications for land use changes can be accepted only twice a <br />year in January and July, after which there are three public <br />hearings, the first one being before the Planning & Zoning Board, <br />which makes a recommendation to the Board of County <br />Commissioners. At the first public hearing before the County <br />Commission, the Board decides whether or not to submit the <br />request to the State for 90 -day review. If the Board decides <br />not to send the request to the State, the matter is dead at that <br />point, and the owner or applicant would have to wait six months <br />to resubmit another application. After the State returns the <br />application, another public hearing is heard before the County <br />Commission, at which time a final decision is made on whether or <br />not to amend the Comp Plan. This process is mandated by the <br />State and takes about 7 months. <br />Attorney Robin Lloyd, 817 Beachland Boulevard, speaking on <br />behalf of the Vista Gardens Property Owners Association, advised <br />that the Association has filed with the Commission to downgrade <br />the Comp Plan and the zoning on the property in question. <br />Primarily, the residents of the area are concerned with the <br />nature of the proposed commercial development and the impact it <br />would have on the surrounding property, especially the traffic <br />conditions off of U.S. #1. They wish to see the property go back <br />to a zoning with less traffic and less overall use. He advised <br />that 3 people from the Association have asked to speak on the <br />matter this morning: Claude Perosa, Dorothy Eubank, and Arthur <br />Certa. <br />Claude Perosa, 16 Vista Gardens Trail, a member of the Board <br />of Directors, explained that they are requesting the Board to <br />reconsider the zoning change made in 1983.
