JAN 2 6 1988 <br />BOOK 70 PAH 682 <br />tropical beauty of the entrance to Vista Gardens: "We have <br />reserved one third of the 160 acres as an undisturbed Florida <br />hammock, homeland of flocks of colorful exotic birds." He <br />stressed that nothing was mentioned in that piece of sales <br />material about any space being reserved for a shopping center. <br />Much applause followed this statement. <br />Dorothy Eubank, 20 Vista Gardens Trail, a member of the <br />special committee appointed by the Board of Directors to consider <br />the proposed Boulevard Shoppes development, stated that she was <br />here today to plead with the Commission to recognize the deep <br />concern of the residents for the beauty of what is known as McKee <br />Jungle Gardens. She referred to a recent newspaper article <br />written by a botanist, which detailed the rare and exotic trees <br />and plants that still number in the hundreds in this exotic <br />setting. Mrs. Eubank pointed out that there would be many ripple <br />effects to the destruction of 400 years of natural growth, not <br />only to the woodlands, but also to the purity of their water <br />supply. The drainage plans for this development are inadequate <br />to the point that the residents fear inundation of their entire <br />recreational area and flooding of their homes as well. Even <br />without a shopping center there, they experienced heavy flooding <br />during the heavy storms this past fall. Behind their residential <br />development are 60 acres of environmentally sensitive wetlands <br />that could be endangered by surface water run-off. This run-off <br />in turn would have a damaging effect upon the support systems of <br />the Indian River itself. Mrs. Eubank wondered if it is to much <br />to ask that 10 acres of this 20 -acre parcel be zoned to a more <br />environmentally acceptable development. She urged the Commission <br />to favor an amendment to the Comp Plan for this area, which is <br />like no other in the State of Florida. <br />Arthur Certa, 22 Vista Gardens Trail, President of the Vista <br />Gardens Homeowners Association, explained that the petition <br />before the Board today seeks to mitigate what the residents of <br />24 <br />
